BWC’s DFWP is an incentive program designed to help employers establish safer and more cost-effective workplaces. Participation in this program can earn an employer anywhere from a 10% to 20% discount off their premium. This discount can be stacked on top of the Premium Discount Program discount or the Group Rating discount.

Eligibility

• Only State Fund employers may participate.
• Employer must be in good standing with the BWC.
  • Must be in active, reinstated or debtor-in-possession coverage status
  • Must be current on premium payments
  • May not have cumulative lapses of more than 59 days in the past 18 months
• Employer may not have administered an existing substance-free workplace program comparable to DFWP level 1 for four or more years.
• Employer must not have completed their eligible 4 or 5 years participation in DFWP.

Level 1 - 10% discount

• Develop written substance policy
• Impose testing
  • Pre-employment and/or new hire
  • Reasonable suspicion
  • Post-accident
  • Follow up
    • Annual employee and supervisor training
    • Develop a list of resources for employees with problems to turn to for assistance

Level 2 - 15% Discount

• Same requirements as level 1
• Random drug tests of 10% of the average annual work force.
• Annual employee and supervisor education and training
• Must expand available resources to employees seeking assistance
• Must implement 5 steps of the BWC's 10-Step Business Plan.

Level 3 - 20% Discount

• Same requirements as level 1 & 2
• Expand random drug testing to 25%
• Must implement entire 10-Step Business Plan
